https://pgr21.com/freedom/89548 https://www.kci.go.kr/kciportal/ci/sereArticleSearch/ciSereArtiView.kci?sereArticleSearchBean.artiId=ART001080438 연세대학교 경제학부 서승환 교수가 한국응용경제학회에 9월에 기고한 글을 소개한 글을 보고 다시 퍼온 글입니다..-_-; 다시 퍼오면서 소개글을 일부 수정했습니다. -- 제목 : 정부 부동산 정책의 비판적 검토 Ⅰ. 서론 현정부 부동산 정책은 여러 가지 면에 있어서 이전 정부들과 차별화된다. 종전까지 부동산 정책의 특징의 하나인 부동산 경기변동에 따라 규제의 완화 및 강화를 되풀이하던 패턴은 찾아볼 수 없었다. 부동산에 관한한 강공책으로 일관했으며 이러한 강공책은 현정부 임기가 다할 때까지 지속될 것으로 예상된다....(중략)... 현정부가 수행한 다양한 부동산 정책을 개별적으로 분석해서는 현정부 부동산 정책의 기조 혹은 철학적 기초를 파악할 수 없다...(중략) 현정부의 부동산 정책이 사실상 사회정책에 가까웠기 때문에 정책적 정교성 및 시장경제와의 적합성 등은 떨어질 수 밖에 없었다. 정책으로서의 기본적 요건 충족이 결여되었기 때문에 가격불안정, 양극화의 심화 등 각종 부작용이 초래되었다. Ⅱ. 현정부의 부동산정책 현정부 이전 정부들의 부동산 정책의 중요한 특징의 하나는 부동산 경기변동에 따라 규제완화 및 강화가 반복되었다는 점이다. 그러나 현정부 부동산 정책의 주요 특징의 하나는 지속적으로 규제를 강화하여 왔다는 것이다. (중략) 현정부의 제반 정책을 종합적으로 고려하는 경우 현정부가 추구한 가장 중요한 정책목표의 하나는 형식적 평등이라고 할 수 있다. 이러한 현상은 특히 부동산 정책 및 공간정책 등에 있어서 두드러지게 나타났다. 현정부가 부동산을 주요 정책대상으로 삼은 이유는 부동산이 사회적 모순을 발생시키는 주요인이며 문제해결과정에서 전 국민의 호응을 광범위하게 획득할 수 있을 것으로 예상했기 때문인 것으로 생각된다. 사회적 모순을 발생시키는 주요인을 부동산에서 찾는 현정부의 논리체계는 비교적 단순한데 이를 요약하면 다음과 같다. ‘부동산은 일반재화와는 아주 다른 재화로서 필연적으로 막대한 금액의 불로소득을 낳는 재화이다. 불로소득을 획득하려는 욕구 때문에 투기적 가수요가 생겨나며 이에 의해 부동산 가격은 더욱 폭등한다. 소유권 분포가 매우 왜곡된 부동산 가격이 폭등하면 양극화는 심화되고 사회적 갈등은 더욱 증폭된다’는 것이다. 이러한 상황에서 근본적인 대책은 소위 투기적 수요를 근절하는 것이 되는데 이를 위한 가장 좋은 방법은 불로소득 즉 부동산으로부터 발생하는 수익을 철저하게 환수하는 것이 된다. Ⅲ. 현정부 부동산정책의 기조 및 특징 1. 현정부 부동산 정책의 기조 현정부 부동산 정책의 기조는 형식적 평등주의 및 부동산 갈등론의 두 가지로 대변할 수 있다. (1) 형식적 평등주의 현정부의 각종 정책의 기저에는 원인과는 무관하게 결과적으로 평등해야 한다는 형식적 평등주의가 자리잡고 있다. 형식적 평등주의를 정책으로 구현하는 가장 손쉬운 방법은 있는 곳의 것을 빼내 없는 곳으로 보내는 것이다. 따라서 정책을 구현하는데 있어서 있는 특정 계층을 타겟으로 삼게 되며 만일 특정 계층이 특정 지역에 몰려 사는 경우라면 자연스럽게 특정지역을 정책의 타겟으로 삼는 기현상이 벌어지게 된다. (중략) 형식의 평등을 신봉하는지의 여부는 사상의 자유에 속하는 것이므로 비판의 대상이 되지 못한다. 그러나 이에 기초하여 수행한 부동산 정책의 결과는 당연히 비판의 대상이 될 수 있다. 형식적 형등주의를 부동산 시장에 적용하여 발생하는 심각한 문제는 수요에 부응하는 공급을 하지 못하게 한다는 것이다. (2) 부동산 갈등론 현정부는 우리 사회가 당면하고 있는 사회적 불평등 및 이로부터 야기되는 사회적 갈등은 불로소득을 야기하는 부동산으로부터 발생한다는 인식을 갖고 있다. 또한 부동산은 아주 유별난 재화이며 부동산으로부터 발생하는 수익은 거의 전부가 불로소득으로서 비도덕적이며 사회통합을 저해하는 주요인이기 때문에 최우선적으로 이를 환수하는 것이 사회 정의이며 다른 어떤 목적보다 우선한다고 생각하는 것으로 보인다. 이에 따라 부동산 정책의 최상위 목표는 부동산으로부터 발생하는 이득의 철저한 환수가 되며 부동산 시장의 안정, 중산층과 서민의 주거생활 안정, 주택공급의 확대, 부동산관련 조세제도의 정상화 등은 부차적인 정책목표가 될 수 밖에 없었다. (중략) 부동산 갈등론이 낳고 있는 가장 심각하나 문제의 하나는 공급을 저해하고 있다는 것이다. 대규모 단지개발을 통해 주택을 공급하려 하는 경우 개발이익이 발생하는 것은 필연적이며 적절한 개발이익이 보장되어야 주택공급도 가능하다. 그러나 현정부는 분양가 규제의 부활, 주택공영개발 등과 같은 직접적인 방법에 의해 개발이익을 환수하는 방법을 택해 주택공급을 저해하고 있는데 이러한 직접규제의 기저에 부동산 갈등론이 자리잡고 있다. 2. 현정부 부동산 정책의 특징 (1) 내적 모순의 발생 현정부가 형식적 평등을 추구하는 두 개의 축이 있는 바 그 하나는 각종 지역개발계획이며 다른 하나는 부동산 관련 이득의 환수이다. (중략) 각종 개발계획에 의해 전국의 부동산 가격을 올림과 동시에 부동산 관련 이득을 안정시킨다는 내적 모순의 발생은 형식적 평등을 추구하기 위한 두 축이 변화하지 않을 것이므로 극복 또한 불가능할 것으로 생각된다. (2) 근시안적 경향 (중략) 즉, 대규모 택지 개발을 통한 주택공급의 경우 개발이익의 발생, 인근지역에로의 가격파급효과의 가능성 등에 대한 염려가 지나쳐 주택공급을 늘리는 것이 장기적으로 주택가격을 안정시키는 최선의 방책임을 잘 알고 있음에도 불구하고 이를 적극적으로 실천할 의지를 보이지 않거나 이미 수립된 계획을 수시로 바꾸게 된다. 그 결과 장기를 생각하지 않고 단기에만 집착하는 근시안적 경향이 나타나게 된다. (3) 부동산 시장에의 함몰성 현정부의 부동산 정책은 부동산관련 정책을 통해 형식적 평등을 이룩하여야 한다는 개념이 지나치게 강한 나머지 부동산 시장이 국민경제의 일부로서 서로 영향을 주고 받는다는 사실을 지나치게 간과하는 경향이 있다. (중략) 현정부의 부동산 계획은 거시경제와 유리되었으며 오히려 사회복지정책 및 소득재분배 정책과 더 긴밀한 관계를 유지하고 있는 것으로 보인다. 이는 형식적 평등의 달성을 위해 부동산 정책을 사용하기 때문에 발생하는 필연적 결과로서 이러한 관점의 전환 없이 부동산 정책의 실효성을 높이기는 어려운 것으로 생각된다. (4) 공개념에 대한 지속적 미련 현정부는 형식적 평등을 달성할 수 있으며 부동산으로부터 발생하는 이득을 가장 완벽하고 효과적으로 환수할 수 있는 방법은 강력한 부동산 공개념을 도입하는 것이라는 믿음을 갖고 있는 것으로 보인다. 부동산 공개념 관련 의견의 개진은 고위 공직자에 의한 일반론적 언급 후 뜻을 같이 하는 일단의 연구자들이 구체적인 안을 제시하는 형태로 주로 이루어진다. (5) 포퓰리즘과의 결합 (중략) 부동산 대책 홍보의 주요 내용은 일반 서민들은 피해를 거의 보지 않으며 2% 내외의 극히 일부 계층만 손해를 본다는 것으로 집약된다. 이는 곧 정책의 정당성을 정책수행에 따르는 비용-편익분석에 의해 분석적으로 하려는 것이 아니라 숫자에 의존하여 확보하려 하는 경향이 있음을 반증하는 것이다. -- 아 그런데 제가 소개에서 일부러 누락한 내용이 있는데... 9월은 9월인데 2007년 9월입니다. 몇몇 분께서는 "지금은 연세대 총장 아님? 왜 교수로 소개함?" 라는 의문점을 가졌을 수도 있는데 9월 서술트릭(?)을 한번 사용해봤습니다. 아무튼 07년 기고된 글이기 때문에... 원문에서 '참여정부'를 제가 임의로 치환해서 '정부'로 옮겼는데 13년 전에 지적한 문제가 너무 소름돋게 지금 상황과 벗어나지 않아 한 번 올려봅니다. 지금도 해당 문제점 그대로.. 아니 더 규제일변도로 심하게 하는 모습을 보니 참 경제학과 싸우려하는 정부라는 말이 생각나네요 -- 위까지가 퍼온 소개글이며 '참여정부'를 정부로 치환하니 부드럽지 않게 읽히는 부분이 많아 저는 '참여정부'였던 것으로 보이는 부분을 모두 '현정부'로 고쳤습니다. 원문중 오타 부분을 수정하고, 일부 개인적인 소회부분을 삭제했습니다.
